It is possible for a Rat Terrier (Terror!) to get a bowel obstruction or a torsion..........so yes, keep the tissues away from him. If he doesn't appear to be in any pain, or his belly doesn't get hard & bloated, I would just watch him and perhaps inspect his poop for the next day or two.

My Jack Russel keeps finding Kleenex, we think he has a box hidden somewhere. He hasn't come to any harm

My rat terrier ate a sock and then a day later pooped it out without a problem!

They shouldn't hurt him, but try to keep him from doing it. If he is getting them out of the trash, use a lid. Mine steal q-tips all the time. In fact, one of my dogs somehow got out of his crate, and ate: a whole box of kleenex, a bag or doritos, a whole tub of liver treats, a box of triscut crackers, tin foil, styrafoam, a dream catcher complete with feathers and beads, and countless other things. He was absolutely fine, he pooped alot for 2 days.
You would be surprised what they can eat, but that doesn't mean you shouldn't try to stop him.
